Yes. Thapar accepts the MAT Scores for September 2016. MAT Scores are valid for 1 Year. You can apply for the session 2017-19 with score of September 2016.

Yes, you can get admission with this score. This institute is accredited by NBA and has also got AIU approval.

IIFT - Kolkata and IIM - Kolkata are the best, but they only accept CAT and GMAT.
