Are you real? Jokes apart, congratulations for all your academic achievements and I hope you have some work experience too. The degrees you have mentioned to pursue will have different path so decide which one u actually wish to do. I would suggest Canada or US for PhD as you have excellent scope of research there. Hi Shashank,
Candidates who want to pursue Masters degree programmes in Science should have completed three-years Bachelor degree programme in a related stream from a recognized university.
Some universities specify a cutoff or minimum marks that one should have in graduation to be eligible for the M.Sc programmes they offer. Others might ask applicants to appear for entrance exams or interviews or both to prove their competence and knowledge in the subject area they choose.

if you want to earn good cse (also if you arr interested in it),mechanical is evergreen it gives you a wider exposure you can also do masters from cse after mechanical overall both them are good. but it also depends on the college you do these from some have better placements for petroleum engineering so choice is basically yours

There are many good colleges/Universities in W.B
If you have good marks. try for jadavpur, Presidency, Scotish, St Xaviers etc
