PGDM is approved by UGC-Distance Education Bureau, Ministry of HRD, government. Of India. And in other hand PGDM programme which are approved by AICTE are offered by AIMA is a regular mode programme

Yes, you can apply for admissions without taking any national entrance exam like CAT / MAT in institutes like SOIL (Gurgaon), IBS and many more. At SOIL they do ask you to take an online test called STAT SOIL Talent Appreciation test, but it's more to evaluate your entire profile and try to understand each applicant as an individual with their strengths and weaknesses.
