Dear Siddharth!
It depends upon your interest and your future goals. You should to go for B.Tech + M.Tech if you want to continue your specializations. That's makes you much expertise in that particular feild. And you know very well that core companies need the one who has done his Masters in the continuation of specializations. BUT you should to go for B.Tech+MBA if you also posses some managerial skills or you want to have to combination of engineering and managerial skills. That's a very promising career also. Dear Tapash!
Your work experience is not much considerable when it comes to take admission in Correspondence MBA. What matters is your marks which is too low. Now the only option you are left with is to take admission in any tier 3 distance university and study very hard for good career. You can do MBA in hr from a government college at a CAT percentile ranging from 70 to 98-99. You will get student loan for the same.

No, you cannot apply for any government job with PGDM certificate as these jobs require degree from a recognised university.

PGPBM and PGPIBM is almost same, because subjects and course pattern is the same. But the only difference is in PGPIBM, you get to work with companies before actual placements. So, you get more experience and also earn money after 5 months of joining. So, it totally depends on you if you want to work early or focus on academics.

I totally understand your situation, because after all it is a big investment of your life, but I must tell you that BIBS changed my life. Today, I am working in a very good company in UAE. All my batch mates are placed. So, here you don't need to worry about placements, which is the biggest relief for me. Faculty is great, because there are many guest faculty members who are experienced professionals in their own fields like marketing HR or finance.
