It depends what you want, a good brand or good government college. Institute and placements should not be your first priority, goal ahead with IIT. IIT has a good brand value and it is sure fruitful. If not today, it will definitely help you once you are done with the course.

Your CAT percentile is on a lower side, so chances are dim for you based on CAT percentile. Also, calls are made based on your overall profile, so I could guide you in a better way if you could share your full profile.

If you are eligible for 50% scholarship, then you will get scholarship on the total MBA fee I.e 1260000 and the scholarship amount will be 630000 but this fee is excluding your hostel fee. Hostel fee isn't included in the scholarship program. Hostel fee is around 110000 and you have to pay it yearly.

SIES has an average placement for IT specialisation. If you are unable to get into Jb, Sydenham, Somaiya or Welingkar; SIES is not a bad option to consider. But also, if you have an option of choosing any other specialisation other than IT, I will ask you to consider that. And yes, SIES is approved by AICTE as well as by Mumbai University.
