If General or OBC category, Instead of government, I believe that you must try her with Privately or Jointly run Medical Colleges. Though the privately run colleges have quite high fees, starting from 4lks p.a (Tuition Fees) in a common scenario. Joint one, she has a good chances. I suggest you both see with the website of the colleges.

A lot of scholarships are there by governments or by other organisations. At government level too, there is at state and central level. Central one includes the prestigious Ishan Uday scholarship.

Instead of government, I believe that you must try with privately or jointly run medical colleges. Though the privately run colleges have quite high fees, starting from 4 lakhs p.a (Tuition Fees) in a common scenario. I can't see if you will get in government. In general or OBC category. For others, you may check still with them.
