Hi,
To pursue Bachelor's degree in Germany, applicants must complete 13 years of education. If you have completed your 12th, you should meet one of the following requirements:1. Completing the first year of a Bachelor programme from a recognised university in India in the relevant subject field.2. Clearing the IIT Joint Entrance Examination 3. Passing the qualification assessment examination in Germany, called Feststellungsprfung.
In addition to these, you must have very good percentage and must clear IELTS. You must also know German language.

Your CGPA is average as the top ranked would require more than 8.0. The admission will also depend on your LORs, SOP, research inclination, publication work, etc.
You can consider:
1. Ryerson University.
2. Dalhousie University.
3. Simon Fraser.

I would advise you to get some work experience before you apply for a job in US. The chances will depend on your qualification. You would need an employer to sponsor our H1B, which is the most difficult part.
