You can join merchant navy for the posts like junior engineer or fifth engineer after completing B.Tech in mechanical engineering. But, you cannot get direct entry in merchant navy. In order to get entry in merchant navy, you have to go for pre-sea course.
Pre-sea is a one year course, which is conducted by various merchant navy and marine engineering institutes in India. After completing this course, you can get entry in merchant navy as an engineer.

To start a business in any field, you require years of expertise and knowledge because setting up a business is a lot more complex as compared to working for some company as an employee. So I would suggest, you should start your business only after having an in-depth practical knowledge of the domain, maybe after 5 to 10 years of experience.

Yes, since you have done mechanical engineering and also have work experience. You can pursue MBA in operations management. As per me, start preparing for CAT 2017 from now on and try to score good percentile and get admission in the top institutions. Also, two years of work experience is considered ideal for pursuing MBA.

Indian Railways is organised in different zones. You are advised to contact GM/ Chief Mechanical Engineer of zone in which you want to work so that if allowed by rules they can put into a repair or production workshop or factory in their zone. You can also contact DG RDSO to work in R&D department of Indian Railways.
