Every institute have their own fee criteria. All institute fee structure is different from other institute, so you have to check it on the college website in which you want to take admission.

No, you cannot do two Masters programme simultaneously. Back in 2013 UGC had considered this, but in 2016 they released a notification stating that two degrees are illegitimate and presently not allowed.
