Hello Anurag,
Yes, you can get admission in any university/college in USA and specifically in California. Forget about your class 12th result. For undergraduate admission in US, you have to appear for SAT examination and for better scoring in English Proficiency Test you should go for TOEFL instead of IELTS since TOEFL is more accepted over IELTS in USA.
