To become an Orthopedics Surgeon, you need to pursue MBBS first. After that, you can go for post-graduation in Orthopedics. For admission into these courses, you need to qualify NEET UG and PG respectively.

NRI quota admission are done at college level. So do approach the concerned university for admission. Also its mandatory for NRI candidates to appear NEET.

Yes, you can do MBBS after B.Sc Nursing, but firstly, you have to clear NEET as it compulsory.

NRI students are allowed for attending counselling under 15% All India Quota. However they have to go through the State Round of counselling for other universities. Admission for NRI seats varies depending on state.

Private Universities do get 5-15% seats for NRI admissions. That is different from 15% All India Quota Counselling. NRI quota admission are done at college level.
