Hello Dear,
You cannot get a government medical college as your score is very low. However, you can try in private medical colleges in your state. Counseling will be done by the state authority.

You need to go through the National Dental Examining Board of Canada website thoroughly to get more details on the process of applying as a foreign trained dentist. Their website is https://ndeb-bned.ca/en. You will have to click on the link for "Non-Accredited Programs" as the Indian degree is not recognized as equivalent by Canada. The details for the NDEB Equivalency process are given on this page. The NDEB Equivalency Process includes three assessments which include a test as well. If you successfully complete these assessments then you are allowed to participate in the next step I.e. NDEB Certification Process.

I can provide information about the process in Canada as I am familiar with that system. As an internationally trained medical professional, you will have to undergo a credential assessment to establish that your degree is recognised after which you have to clear the test conducted by Medical Council of Canada (MCC). The MCC Evaluating Examination (MCCEE) has exam preparation resources and a self-administered examination which you can take to assess your preparation level. Assuming you have cleared the MCCEE and completed the credits required for International medical graduates. The last step is to get a license to practice in Canada.

As per the notification of Union Health and Family Welfare Ministry, BAMS and BHMS counselling will be conducted along with MBBS and BDS. Admission to these courses will be done on the basis of NEET score.
