Don't get misguided you have to qualify NEET and attend Counselling conducted by respective state government. MCI has cancelled admission of those students who have taken direct admission without coming through counselling channel.

Every country has strict regulations for the health sector and only qualified doctors are permitted to practice. Unfortunately there is no such country you are asking for. You may check WHO, UNESCO websites for voluntary works.

I will suggest you to pursue your MBBS from USA/Caribbean. Fee package is very affordable as package starts from 35 Lac for the course including your fooding and lodging. USA has the best medical standards in terms of academic and technology both. MCI Screening exemption is also applicable to those who pursue their MBBS from USA.

There will be a single exam for admission in Medical Colleges across India. Only exception is AIIMS & JIPMER.
