Hello,
According to the eligibility criteria of Tamil Nadu state quota, you can get admission only if you are a domicile of Tamil Nadu. You will have to provide a domicile certificate and then only you will be eligible. But if you have done your class 8th to class 12th in Tamil Nadu then the domicile certificate is not required. So, carry on accordingly.

Hello,
NEET is a type of competitive exam which tests your grab over the science subjects. Though the main and ordered practice should be started as soon as you enter 11th standard but you should keep on strengthening your basics. Don't think that only 2 years hardwork will fetch you results! Besides, go with the type of questions asked, every year, do practice test papers and consult renowned author's books. Moreover, you can join any good entrance coaching institution!

Russia has cheaper fees to study, but high living cost and so with US, where both fees and accommodation is high. But, studying in less popular and low fees medical institutions, (i.e ones in lowly populated areas and not in vicinity of cities like New York and all ) in United States is much legible option, as the Russian degrees often are subjected to extra tests for practice in India. Moreover, the student programs and comparatively lesser communication gaps adds to lower overall cost to study. And, for the fees, it is almost comparatively low in all comparatively lesser populated states in US.
