Admissions for the majority of seats are done based on ranking of MHT CET. However, some seats are assigned for "All India Quota". These seats are filled up using ranking of JEE Mains. Not only for MHT CET but also for other exams if you score less, you can't change anything. Either you need to appear for the second time or go for the colleges with your score. You can also appear for other exams if you didn't perform well in one.

Check out the link and compare it to last year's cutoff. Mostly you need to be in Top 100-200 for COEP.

Failing in physics or any subject in the HSC Board and getting a good score in MHT CET actually are not related issues. However a student is declared to have cleared MHT CET only and only if he has cleared his HSC board examination. So I am sure you are asking the question perhaps with the assumption that a person has failed and then subsequently cleared HSC and then went on to score good marks in MHT CET. Yes, he will be definitely be eligible to get admission in PICT or COEP, after fulfilling all the related criteria if any.
