Ranks keeps on changing every year and differs from one branch to another and one college to another. If you fulfill the eligibility criteria of the specific institute you may complete further admission formalities. Although you have Home state quota then also there are little chances for you get admission in CSE in NIT, Hamirpur as cut for CSE branch always go high but you can still apply, you might get a seat.
