Admission to MBBS is considerably higher in the All India quota than in the state level quota Candidates who score well in the NEET UG exam can apply for MBBS admission in a variety of states through the AIQ quota. Admission is solely based on a candidate performance in the NEET UG 2022 exam
NEET 15% AIQ simply means that of the total number of seats available 15% are to be filled by candidates applying the All India Quota.

According to the Shiksha college predictor, Yes, you can get a Agartala Government Medical College with the rank of 80555. Because the general category cutoff for last year in government medical College was 80839 (closing rank) for round 1 and 92413 (closing rank) for round 2. You have not provided your category, so it is difficult to answer accurately. However, you may use the NEET Shiksha college predictor tool. (https://www.shiksha.com/medicine-and-health-sciences/neet-college-predictor). I hope this will help you.

It is not confirm that you will get MBBS seat in Jharkhand with this marks in having general category. There are only 15 percentage of seats that are allotted for students outside of the state. And also you are from general category, this makes situation pretty complicated. Although the cutoffs for 2022 had not been declared. But previous year it was around 580 to 606 for general candidates.
