I think it's a bit difficult to get into a good government college on this rank Although, there are several factors that play when counseling starts such as the category you belong to, the number of students applying for that particular college, etc.

The cutoff for North Orissa University (NOU Orissa) for NEET 2024 has not been released yet
The Odisha NEET cutoff for North Orissa University in 2024 will be determined after the NEET exam and subsequent counseling rounds. Expected cutoff scores are:
UR/EWS: 50th Percentile (approximately 720-164)
OBC/SC/ST: 40th Percentile (approximately 163-129)
UR/EWS & PH: 45th Percentile (approximately 163-146)
The official cutoff will be released by the Odisha Joint Entrance Examination (OJEE) cell after the counseling process is complete.

No. Not at all. At such a low score in NEET Entrance Exam, you cannot get admission into any government medical college with only 100 marks in NEET Entrance Exam. You have not even cleared the cut-off so it is impossible for you to get admission.

I'm afraid the three-year Diploma in DMLT does not directly qualify you for applications to NEET from your educational background. The conditions for qualifying for NEET will include completion of 10+2 or its equivalent with English, Physics, Chemistry, and Biology/Biotechnology as core subjects. In addition, the minimum percentage required is 50% for general candidates, with relaxations for reserved category persons.
If the Diploma fits under that umbrella, it covers medical lab technology and includes related subjects, and NEET may recognize it. Affirm it regarding the requirement for equivalency to 10+2 with necessary PCB subjects. A

Haldia Institute of Dental Sciences and Research cutoff 2023 was 734299 for General category candidates in All India quota for BDS - Bachelor of Dental Surgery. Haldia Institute of Dental Sciences and Research admission 2025 to BDS course is based on NEET scores followed by NEET Counselling conducted by the MCC, NEET UG Counselling is to be held in multiple rounds. Further, NEET cut off varies depending on the category and domicile/quota of the applicant.

Bharati Vidyapeeth Dental College and Hospital BDS course offers admission based on entrance. Candidates must secure a minimum aggregate of 50% in Class 12 with mandatory subjects such as Physics, Chemistry, Biology and English. It is mandatory for candidates to appear for NEET UG to secure admission at Bharati Vidyapeeth Dental College and Hospital, Sangli BDS.
