Hi dear, you have a pretty decent score which open the doors to several medical colleges in Uttar Pradesh. According to the last year cut off, you may expect admissions in-
1. Ganesh Shakar Vidyarthi Memorial Medical college, Kanpur

Absolutely not, NEET is not required for BPT
But you must have at least 50% in PCB in +2
Colleges take their own entrance exam for admission which is pretty easy to qualify.

I fear that score won't be sufficient for a government seat for OBC. You can try for next year or you can take admission via management quota. Few good colleges are

No you cannot get government college for MBBS with 203 marks because the score is not enough for the admission in any MBBS government college.

The cut off varies from state to state but scoring 270 marks in NEET UG for BHMS is a very low score you cannot get admission with this score.
