First of all, you have not provided proper information like Domicile, All India Rank, and state rank so it is difficult to predict the exact medical college names. According to your marks, your all-India rank is under 60,000. However, you may get these government colleges for MBBS courses in Uttar Pradesh. The list of College is-
1- Saifai Medical College, Etawah, Uttar Pradesh.
2- Dr. Ram Manohar Lohia Institute of Medical Sciences, Vibhuti Hand, Lucknow.
3- Moti Lal Nehru Medical College, Prayagraj, Allahabad. I hope this will help you.

Yes, you can upgrade from Deemed University to state quota in the second round of counseling. Counseling in deemed universities is done through All India Rank. Counseling in state universities is done through the state quota and in private colleges The management quota seats will be conducted through the state counseling authority. For deemed universities, there will be a second round followed by a mop-up round. Now, after the first round, there is a provision for a free exit. And you can participate in state quota seats and be admitted there without any penalty. This information is based on the new MCC rule.
