Yes. After completing your M.Tech in Signal Processing you can appear for both SET and NET tests. The first is the national Eligibility Test. For the SET, candidates must have a Master's degree recognised by UGC and for general category applicants as minimum 55% marks are required (50% for SC/ST/PwD candidates. 23. Similarly, the UGC Net requires a Master's degree with at least 55% marks from a recognised university 45. Therefore your qualifications meet the eligibility criteria for both exams.

Yes, you can appear for  NET and SET exams. There's no upper age limit for SET exam . However, in the case of NET, the eligibility depends on the type of ualification you are seeking - 

For junior research fellowship the upper age limit is 30 years, but age 5 years age relaxation is available for SC/ST/OBC/PH and 3 years for women candidates. but there's no any upper age limit for Assistant professor . so, you can appear for this.

It would be no problem to study for a Ph.D. later if you are currently 35 years old. The basic eligibility criteria in most cases for Ph.D. admission are a good master's degree (or equivalent) in the specific field, along with good academic credentials. Yes, you can sit for the NTA NET even after getting your MA in English if you want to pursue a PG Diploma in Criminal Justice, but generally speaking, for taking the UGC NET Criminology Exam, a Master's in Criminology or other related subjects is a pre-requirement.
