MBA is a master degree course and you cannot pursue any master degree course without completing your bachelor's degree. So, firstly you must apply for a bachelor degree program. Which field you want to study in is something only you can decide. Further, MBA requires work experience too. So if you are planning for MBA in future you can opt for a bachelor degree in a related field and work for 2-3 years.

In the first place, there are very few or no scholarships in NZ, second anywhere in the world scholarship is given strictly on merit so low academic scores may not make you eligible for a scholarship, on the other hand, the cost of studies is not very high in NZ comparatively.

Scholarships at Bacherlor's level abroad are few and very competitive. If you are too keen to join New Zealand, Select the universities first, make a good profile with SAT and TOEFL/IELTS score and look into the website for schoarships/Financial Aid?Bursaries etc for the respective universities.
