Getting NITs at this rank is very difficult. The last year closing rank through JAC Delhi for outside Delhi candidates in your category were the following.
1. DTU : 26724 in PCT
2. IGDTUW : 48424 in MAE
3. IIIT-D : 29155 in CSD
4. NSUT : 25880 in BT
So from above your chances in JAC Delhi are very less. However you can get the following Institutes through JAC Chandigarh under All India quota.
1. University Institute of Engineering and Technology, PUSSG Regional Centre, Hoshiarpur (ECE/ IT).
2. Dr. S. Bhavnagar University Institute of Chemical Engineering and Technology, Panjab University, Chandigarh (Food technology). .

Yes, almost every NIT offers courses at undergraduate level in mechanical engineering branch. The admissions to various NIT's are based on the rank scored in JEE Mains examination that will be declared by NTA. Best wishes to you.

Yes, with 98.7 percentile, you can easily get admission in any of the NIT and may be possible in core Branch easily.
