If no higher option is available for you, then what is the benefit in waiting for further rounds? You have to report at reporting center if you have got your first seat and later you may wait till last round. You can also freeze your choice, if you don't to move further. Better to freeze your seat as you don't have higher options left.

Yes, as per JoSAA schedule, it is clearly mentioned that round-1 reporting dates are:
June 28th, 2019 to July 02nd, 2019 (5 days). So, these are (28,29,30,1,2) five days.

Residential certificate is not required as home state is decided on the basis of from where you did your class 12th. If you did your class 12th from Haryana, then your home state will be Haryana.
