As you have scored 84 percentile in JEE Mains exam 2019, so you are eligible to participate in the counselling process of JOSAA. Yes, you can get admission in nit srinagar if you participate in the counselling process wisely and smartly and wait till the last round of the counselling.

As per my opinion, chemical engineering would be a better option. It's kind of a more generalized branch comparatively. Also, from job opportunities point of view, chemical engineering would open up more opportunities. Nevertheless, metallurgy branch is good at its own place. As an ST student I think you got a good percentage or score in JEE Mains and you can get any good NIT easily through it plus you say you are looking for it through home state quota, so your chance of getting there is pretty good or you can try college predictor on the basis of your JEE Score to get a better idea.
