The cutoff ranks for NITs change every year based on various factors like the difficulty level of the exam, the number of applicants, etc. Hence, it is difficult to predict with certainty whether you can get a seat in an NIT with your OBC NCL rank of 21790 and your home state of Uttar Pradesh.
