For your category, JEE Mains rank for CSE branch is under 20k in NITs and DTU but in IITs, you should score under 2000 rank for CSE.

A minimum of 50% is recommended however class 12th scores carry less weightage, your admission will be based on the NATA scores mainly.

Yes, you can get admission in NITs with mechanical and electrical branch.
You won't get civil branch.

There are many colleges which are good as IITs and NITs such as BITS, VIT, SRM, MS Ramiah, KIIT, Manipal University and Manav Rachana University.
But if you want to take admission this year then you can try in Sharda University, Amity university, LPU, Chitkara University, DIT University, Graphics Era University and Tula Institute.

It's sad to say but I have to, you didn't get any NIT college in this rank. But you can try for NIT Manipur or Sikkim. Gods know your luck brightens and you may get admission in this college. If this also not works then you may apply for other Govt. colleges on the basis of your JEE Mains rank.

First of all, you have to secure a very good rank about 2000-2500 rank in JEE paper 2. It is a very easy exam, I challenge you this would be your rank criteria by scoring not more than 250 marks.
