Generally, the cut-off for preparatory course is less than general cut-off.

And you have to appear in Mains and scored a good rank accordingly.

There is no chance to get any NIT or IIIT because you have not score 65% in 12th board, but you can try in a private college. I think you can get a good private engineering college.
