It is extremely unlikely that someone with an EWS rank of 107000 in JEE Mains will be admitted to a National Institute of Technology (NIT) particularly for mainstream engineering branches. The cutoffs for NITs are usually very competitive and even the lower-tier branches typically have much higher ranks required for admission. Yes you have a chance to get admission in NIT with 83.9 percentile in JEE mains.

Candidates generally having percentile between 85 to 95 gets a seat in NIT.

Yes, IITs offer some seats to sponsored students. Those students who are sponsered by their employer or organisation can take admission to M.Tech courses without attending GATE exam. However for unsponsered candidates it is mandetory to take GATE exam in order to get admission to M.Tech courses.
