Netaji Subhas Open University - WBN is as below. Candidate must have completed graduation degree with mathematics as honours subject. Candidate must have completed graduation degree from any recognised university and must have studied at least 300 marks in mathematics and secured at least 55% marks in mathematics are eligible. Yes, you need to have RCI. RCI is the regulating authority in India to grant a license to a psychologist. The minimum requirement for the license is to complete M.Phil in psychology.

You can switch to NSOU, but you will have to start from the beginning, i.e., 1st year. You cannot continue from 2nd year.
