For getting admission to courses in Ocean Engineering, you should meet the eligibility requirements set by colleges. For BTech, you should have at least 50 to 60% marks in the PCM subjects. For an M Tech degree, you should have completed your graduation in Ocean Engineering, Naval Architecture, or Marine Engg. with at least 55% marks in the final exams. Rest, you need to give relevant entrance tests for admission.

Yes while it is understood that Ocean Engineering and Marine Engineering are two fields that are pretty much intertwined still there are differences between two. Ocean Engineering goes into designing and constructing of systems and structures for ocean but Marine Engineering involve managing and maintaining marine vessels and equipment.
