Yes, you can pursue part time B.Tech in civil engineering. But, your class 12th percentage is quite low. It might create hindrance in admission and you won't be able to get a very good college.

Lateral entry in part-time B.Tech course is not possible, you have to pursue the entire course starting from first year.
