Thinking about getting a PR is too early for you. A PR does not come automatically with the university admission. You must first receive the university acceptance, complete the course, get a job and work in Canada for a few years till you are eligible. You have to extend your stay and things will depend on your job, employer etc. Different province have different requirements for PR. Some provinces have better scope. You can check the Canada immigration website for details.

To get PR in any country is mostly political decision. Though most countries, particularly Western European & Nordic do offer this to the people having skills. I feel both countries are good in this regard and it's difficult to differentiate as to which one is better than the other. You cannot apply for PR unless you get a job. You must also stay there for some years. For the process of PR application check with an immigration agent, make sure he or she is authorized one.
