Dear Sahal,
The minimum required experience to qualify is 4 to 5 years and PR depends also if the profession you are experienced in is on the SOL, your age also matters as there are points for age. Yes you will have to take your general IELTS and score as high as possible to get maximum points.

Both are competitive and PR is based on the points-based immigration system. Obtaining PR depends on a country's skills shortage too, you must have the necessary qualifications, work experience and must meet the demands. There are some jobs which are more in demand in Australia than Canada and vice versa. The visa application or assessment system in Canada is accepted in one state that is you must make multiple application when you move from one state to another whereas in Australia it is accepted as a whole. Lithuania is not a good country to study. The fees is also high, but it is true that they will provide PR for bright students. In my suggestion, you can choose Canada, if your academic score is good.
