It depends on what you want to do in your career. If you want to do scientific research, Ph.D is a must. If you want to work in a company or handle an engineering project, both Ph.D and Master's degree are influential. If your work is related to research and development, Ph.D is better since it equips your mind with skills to do scientific research. That being said, a Master's degree is also accompanied by research, but the intensity of research is definitely a lot more in a Ph.D.

PGDM is a Diploma course, through which you are given a certificate by the institute or recognised university. So PGDM is a 2 years course, and basically you can surely go for Ph.D. But be careful that you are allowed to go for Ph.D. when you do your PGDM from an AICTE recognised college. The first and basic qualification required for a Ph.D course is that you must have completed your Master's degree course. To apply for Ph.D, you can either directly apply to the professors of different universities sending them your resume, Statement of purpose and your research papers. Or you can appear for UGC NET examination and then sending your NET scores to the professors under whom you want to undergo your Ph.D course. Since, you have not yet completed your M.Sc. You might not be eligible to pursue a full time Ph.D but you can start applying if you will be able to complete your M.Sc before the start of the next academic year. Re
