When it comes to the PhD in CSE entrance exam, you should start your preparation as early as possible, at least 8 to 10 months before the final exam is tentatively scheduled to take place, so that you have a good amount of time to cover all the exam syllabus topics, practice last year's question papers, and revise the important concepts in the last month.

You can easily apply for the PhD CSE course in the online mode, as a majority of the top colleges and universities release online application forms for PhD CSE admission, where you need to fill out all important details correctly, upload all the scanned copies of important documents, and submit the application fee. The application window gives you enough time to apply, so make sure you fill out the form before the last date.
A few colleges may follow the offline approach, it is very less likely to happen though.
