MSc is a post graduate course and I think you should expect a fee structure of some thousands

Yes, you can apply but I think you should go with physics because it would be better for future job and salary too.
You are already a graduate in physics and experienced, so I think that you should do Masters in the same subject.

If you have interest in physics subject then you may pursue B.Sc physics from UPES-Dehradun as UPES has all the degrees in petroleum only.
