Hi,
There are only few colleges in India for cosmology or astronomy. If you want to apply for undergrads, IIST or IISC would be the best colleges for you.
You can also apply for:-
1. Andhra University, Visakhapatnam
2. Punjab University,
3. JNTU College of Engineering, Hyderabad
4. Madhya Pradesh Birla Planetarium,
5. Osmania University,
6. Indian Institute of Astrophysics, Koramangala
7. National Centre for Radio Astrophysics.
Some top college offering astronomy are:-
- Indian Institute of Astrophysics, (Bangalore)
- Indian Institute of Science, (Bangalore)
- Raman Research Institute, (Bangalore)
- Inter-University Centre for Astronomy and Astrophy

Yes, you can pursue M.Sc in astrophysics but only in theoretical astronomy. For others, engineering is required to pursue higher studies in this. You can refer to below article for this.
