Yes in India if a physiotherapist has a DPT or a similar degree from a good college they can use "Dr." before their name. But rules can be a little different in each state.
Also they need to make sure people know they're physiotherapy doctors not medical doctors like MBBS or MD so nobody gets mixed up.
