I don't think, there is any institute in India which charges just Rs 28,700 for CPL.
As much as I know, the minimum cost for CPL in India is Rs.25,00,000 .

There are 3 ways to become pilot after class 12th in India.
1. Join in a DGCA approved flying school and complete your Private Pilot License (PPL) / Commercial Pilot License (CPL) and join as a pilot in an airline.
2. Complete your Bachelors in aeronautical engineering and then go through the above mentioned way.
3. Apply for exams like National Defence Academy (NDA) and become a government trained pilot with free of cost training. As of me, I suggest you to go through the 2nd way because once your aeronautical engineering is completed you are having a backup in life also you will be covering all the basics of aviation

The 3 basic measures to become a pilot in India are mentioned below -
- The first step is the SPL (student pilot license)
- Second step is the PPL (private pilot license)
- Third step is the CPL (commercial pilot license)
- To get a job you are still left to do your multi-engine rating and type rating.
- Once you do all these you are eligible to apply for a pilot's job.

You must complete Class XII under the 10+2 system or its equivalent with a minimum of 50 per cent marks in maths and physics. You must be at least 16 years of age to be eligible for a Student Pilot License, 17 for a Private Pilot License, and 18 for a Commercial Pilot License. A Commercial Pilot License may be obtained only after a PPL has been acquired. To obtain a Commercial Pilots License (CPL) 250 hours of flying (including 60 hours for the PPL) is necessary.
