Basic pre-requisites to apply for a commercial pilot course is mentioned below:
1) You must complete Class XII under the 10+2 system or its equivalent with a minimum of 50 per cent marks in maths and physics.
2) You must be at least 16 years of age to be eligible for a Student Pilot License, 17 for a Private Pilot License, and 18 for a Commercial Pilot License.
3) Alternatively, you could directly enroll for the Private Pilot License once you have cleared Class XII and are 17 years old. This involves taking an exam conducted by the Directorate General of Civil Aviation* consisting of theory papers on air navigation, aviation meteorology

Talking of doing CPL and then thinking of doing it at cheap cost are two far ends.
Doing CPL is a costly affair and it requires the candidate to fly actual aircraft and since it is a professional course it should be done under the guidance of experienced and well trained instructors.
You may find cheap flying clubs in Phillipines, many go there to do their CPL training and after returning they convert their license to Indian license.
But there's another fact related to it, that a couple of years ago Phillipines was black listed by DGCA for doing CPL. Although now the restrictions have been lifted off.

To be a commercial pilot, there is a specific eligibility criteria which you should first be aware of. This is decided on what subjects have you taken in class 12th. It requires PCM to be a pilot. And, even if you have not opted for the same, then you can appear separately for these subjects and become eligible.
Further, you should be aware that you are medically fit to be a pilot, so I would suggest you to visithttp://www.dgca.nic.in/medical/medical-ind.htmand go to the class 2nd examiners tab to find out doctors who will examine you for initial fitness. Diploma in Aviation has actually got nothing to do with becoming a pilot. To become a commercial pilot, there is a specific eligibility criteria which you should first be aware of. This is decided on what subjects have you taken in class 12th. It requires PCM to be a pilot. And even if you have not opted for same, then you can appear separately for these subjects and become eligible.

Getting a Job after completing CPL depends on the present market needs.
Nowadays, airlines have started looking towards type rated candidates. Some airlines have also switched to training the candidates through their own cadet pilot programmes.
There are some airlines who actually hire candidates who have a commercial pilot license and the selection process includes:
1. Technical Exam
2. Compass Test
3. Interview
4. Medicals
5. Induction.

Both the profiles that you have mentioned here are way different from each other. There is nothing comparable between them. Hence, there are only and only difference.
Commercial Pilot flies the plane and does the operational duty for the airline whereas someone who has done B.Sc. Aviation might be working for any department as per the company requirements. It may be operations, ground handling, ramp duties, cargo, hub control, etc.
B.Sc Aviation is merely a graduation degree which allows you to call yourself a graduate and hence, eligible for any job that requires it's candidates to be a graduate.

To have a training for the pilot, one should have passed 10+2 or equivalent exam with Physics, Chemistry, and Mathematics. For admission, there is a written test that comprises test papers like English, Maths, physics, reasoning, general awareness, and current affairs. The minimum age to get enroll in a pilot training institute is 17 years. One has to fulfill the medical standard as prescribed by the Directorate General of Civil Aviation (DGCA).
