For your first question, my answer would be that you check the official PCCOE website.

You can get admission into the college by 3 ways:
1) According you MH-CET marks. (By checking cutoff trends for respective branches)
2) According to your JEE rank and marks (by checking cutoff)
3) Institutional level seats (seats remaining after all CAP rounds are conducted). You may or may not get your desired branch.
4) Management quota (for quota fees consult the college directly)

I suggest you should go to PCCOE (SB Patil Institute of Management) as it is not recognised due to it being under PCET( Pimpri Chinchwad Education Trust).

You may get electronics and telecommunication engineering in the 2nd round. Though I think if you wait till consecutive rounds, you can surely get it.

The cut-off for this particular college was not available but the cut-offs for different colleges under Pune University for lateral entry in the 2nd year of engineering varies from 60% to 86%. But this is dynamic. It depends on the result of the current year and the number of students applied.
