With PCB, you can't opt for B.Tech/BE computer science as for B.Tech you need to have PCM as mandatory subjects but you can surely become a programmer by opting for courses like BCA, B.Sc IT, etc. Degree along with sound technical skills will help you in achieving your goal.

In 20 days, you can only brush up the basic part in Java, learning any language completely is not possible in just 20 days, but I would recommend you to go ahead and learn as much as you can in 20 days and then sneak out few hours on a weekly basis to master Java.

There is no eligibility as such to pursue a Java course, you can pursue a java course even after class 12th or you can pick any good institute in your area to pursue the same.

I think C language is more valuable for you.
But one thing that you should always keep in mind is that you should start the training from good training centers such as - Koenig Solutions, Udemy, Global Knowledge and much more.
