Institutes like IIPR requires psychology as a subject in Bachelors so you may check the requirements of individual universities before applying.

According to me, USA is the best choice for psychology. The fee structure is high. The fee is around 35 lakhs to 40 lakhs. You have to maintain good score in your Bachelor's degree, and also score well in TOEFL and GRE because with good score in GRE and TOEFL, you can get a scholarship.

At Bachelors level, there are very few scholarships available. If you are looking for Masters then you need 4 years of degree to apply abroad.

There is a PG Diploma in psychology available in different institutes. It is better for anyone, who are new to psychological studies. Distance educations are available for this course. It will cost you below 35000 or 40000, I guess.
Please refer to IGNOU, they provide options for the distance learning in psychology.
