The level of CS is same at both places. You can pursue CS from anywhere, you'll receive the same level of knowledge.

Students with commerce background and with 40% in 12th are eligible to apply for this course.

GNDEC is a semi-government so it maintains its level. Its civil and mechanical engineering department is very good, but CSE department is not as good when compared to the civil and mechanical department.
