GNDU is better college. So, if your college is affiliated to it then no problem. Or affiliation mostly does not matter, studies matter.

If you want to prepare for civil service then don't get yourself into B.Tech try some course like B.A, B.Sc. Take some literature course so that you can focus on civil service.

Whatever you choose to do, you can decide and then streamline your internships in that area over a period of 5 years.
