Pros of government college over equally good private alternative:
Fees: Incredibly low fees. You save a huge chunk of money. You get rid of unnecessary student loan and ROI (Return-on-Investment) is high. Also, there is likely to be better economic diversity among students which might help in learning some essential life lessons.
Reservation: If you belong to the reserved background, you already know the obvious advantages which come along. And if you're from general category probably you don't need to compete hard with rest 50% of the under the talented bunch of reserved category students.

As far as I know, there is no part time IIT JAM. You will have to devote yourself to the exam if you want to secure a passing grade in the exam and qualify for M.Tech or M.Sc.
JAM 2018 eligibility criteria:
The common criteria across institutes for each programme are:

If you want to study MS from Germany or the USA, you will have to appear for the international qualifying exam: GRE and maybe an English proficiency test if English was not the medium of instruction in your institute. No, I do not think direct entry into the 2nd year would be allowed in most institutions. Lateral entry into a different college is only permitted once you have begun your course in B.Sc and have completed your 1st year in B.Sc. You can then apply for lateral entry into a different college in your second year.

For undergraduate courses, one must have an overall score of 6 with no part less than 5.5.
You should also check university websites for the requirements since they vary from one to another.

Hi Guru Prasad,
The main criteria is to complete your Bachelor degree with very good grades. German universities only accept a brilliant students. Along with it, you must have a strong research profile. Take IELTS too. You can consider taking GATE but not compulsory.

PG courses and further studies: B.Sc. graduates may go for relevant Masters course (M.Sc.) or PG Diploma course. Some such Masters courses include- M.Sc in Dialysis Technology, M.Sc in Renal Replacement Therapy and Dialysis Technology, M.Sc in Renal Science and Dialysis Technology and M.Sc in Dialysis Therapy.
