First of all, government has its roles and regulations for merit and management quota, so each and every college has some percentage of management quota so that they can offer admission to those students who didn't perform well in the competitive exam due to some reason, but they are worthy to take admission based on their graduation results but these rules and regulations differ from college to college. Not each and every college thinks this way. Some of them take advantage of this scheme.

Both the fields are pretty good. You shouldn't think about the scope. Go for the one in which you are interested. MBA operations is an evergreen field. On the other hand, the demand for innovation management is surely going to rise as more emphasis is being given to research nowadays.

We can't decide whether they can cope up with the high pressure system or not.
Management quota should not be focused on while preparing for the CAT exam. Colleges offer admission on merit, but few seats are left for management quota which are kind of risk management by colleges. There would be certainly some section of the society which lives on management quota that is the students get admission through management quota only. Being a fresh aspirant of MBA, you should definitely work in the startup company because a startup company will make you learn from top to bottom functionalities. You will get so much of exposure in the start up's in their initial stage starting from their supply chain, their cost evolved (in advertising) and how they are making strategies in making their brand exist in the market.
