Admissions are competitive and a student's entire profile is evaluated such as academics, work experience, career growth, achievements, etc. Applicants having work experience in the related field have an upper hand. International students must submit GRE scores and TOEFL/IELTS scores as well. However, you wouldn't need a TOEFL or IELTS score as you have studied and even worked in an English speaking nation.

Here are some options. Please check the university websites for program details and admission requirements. Not necessarily all are master degree but some of them are graduate diploma courses.
Australia:
1. Royal Melbourne Institute of Technology.
2. Whitehouse Institute of Design and
3. Melbourne School of Fashion.
Canada:
1. Ryerson School of Fashion.
2. Ryerson University.
3. Humber College.
4. Blanche Macdonald Centre.
Singapore:
1. MDIS.
2. Singapore Fashion and Design School.

In Canada you will find most of the schools are offering PG certificate which is not a bad deal.Blanche MacDonald Centre is one of the top schools in Canada for graduate studies in Fashion Marketing. Other good options are Ryerson University, Humber College and George Brown College.
In Singapore, you can check MDIS.You will find a number of short term courses - TaF.tc ( The Academy of Fashion Professions).

I don't know your educational background or your career choice. But, you need not go to Singapore to study arts. But, you can get best art education at Pune. Pune is a place where artists from all the fields like theater, painting, performing arts, music, singing etc. are trained professionally. Target a score of 85%+ in your +2 and you can get into reqlly good Universities in Aus or Singapore. You may consider NUS, NTU for Singapore and ANU, Deakin for Aus.
