The last year maximum closing rank at SRKR in CSE was 25738 for general female category, while for general male this was 15568. Hence, you have chances here.

Yes, you can get a seat. Wait for the successive counselling rounds results, depending upon which you may be allotted a seat. Since your rank is 24k you may have to wait 2-3 rounds.

Sorry to say, there are very less chances for you to get into it, because the cut off generally is high for it. It is around 7k for IT and 4K for CSE. Hope this was useful. All the best.
